- Says political differences derailed the consensus building process, leading to the rejection of new constitution in the 2005 referendum.
He said the country was also in the process of legislating on inter-ethnic and race relations “as well as truth, justice and reconciliation.”
Apart from a new constitution, he said, the Government also owed Kenyans a policy renewal as per Vision 2030.
“The vision clearly highlights the need for a modernised, rights-based and democratic constitutional order,” he said.
Justice, National Cohesion and Constitutional Affairs minister Martha Karua said President Kibaki’s and Mr Odinga’s attendance signified the priority the Government accorded the review process.
She said the process would be completed next year, adding that the recent political crisis gave birth to a new sense of urgency for a stable and effective society.
Regional and international experts from more than 10 countries are taking part in the conference.

We have had this promise for a long time!! i just hope this time round something will really be done. So much money and time was wasted the last time and now we need a new constitution.
