Man who nominated Kibaki shot dead

A politician who was key in President Kibaki’s nomination for second term in office was killed in a shoot out between police and carjackers in Nairobi.

Nominated councillor Wilfred Mang’era Apencha, who seconded the nomination before the then Electoral Commission in 2007, was carjacked outside his home in Mountain View estate and shot dead in Muthiga area in Kabete.

A man who police said was one of the carjackers was also gunned down while two accomplices are believed to have escaped with gunshot wounds. The councillor’s body was found in the vehicle while the other lay at a nearby bush.

The 8pm Sunday incident occured after his vehicle, which was being commandeered by the carjackers, bumped into police officers on patrol. According to police reports, officers had received a signal that a man had been “kidnapped by three men armed with pistols” and his vehicle’s registration number plates circulated.

The vehicle, the report added, was spotted at Regent near Muthiga by the patrol officers who flagged it down, but its driver accelerated, with its occupants shooting at police officers, prompting the exchange of fire. It was not clear if Mr Apencha was felled by a police bullet or whether the carjackers shot him.

Police spokesman Eric Kiraithe said an inquest file had been opened to give a clear account of how the two deaths occurred. A postmortem examination was carried out on Mr Apencha’s body at noon on Monday. The body was later transferred to Lee Funeral Home, from City Mortuary, where the police had taken it.

In a related incident, police arrested a man they found nursing a bullet injury. Kasarani police commander Leonard Omolo said they seized him because the shooting has never been reported to police. And on searching his house at Githurai 44 estate, they found a home-made gun.

Police, who raided the house around 4pm after tip-off, on Saturday, want to know if the man is a gangster and how he got the injury. Four other people, including two women found in the house, were also arrested. Tobacco snuff and a military knife were also found in the man’s house.
