Probe on for theft of millions of IDP cash

Seventy two senior government officials are being investigated in connection with the theft of millions of shillings which was part of Sh1.4 billion given by the government for the internally displaced people.

The investigators target 22 DCs and more than 50 DOs, according to a report seen by the Nation.

The money was part of the Sh10,000 given to each of the 663,921 IDPs uprooted from their homes during the post-election violence.

Four officials were given cash imprests amounting to Sh1.1 billion for unknown reasons since payment of money to the IDPs was to be strictly channelled to DCs’ accounts based on authority to incur expenditure.

A total of Sh17.4 million is said to have been spent on counselling the IDPs while Sh30.9 million is still needed for counselling follow-up.

A report showing the status of IDPs as at January 20, this year and cash sent to DCs as at January 25 raises doubts as to whether the funds were used for the intended purposes.

Peace building programmes in 13 districts consumed Sh6.5 million while a further Sh212.5 million is required for peace initiatives in 81 districts.

The report purports that 77,525 IDPs were counselled by 135 contracted counsellors, social workers and life skill trainers.

A total of Sh53 million was spent on profiling of IDPs as the resettlement of 6,802 families kicked off. The government started purchasing land for them and providing building materials.

Yet to receive

So far, 521 families have been relocated from Mawingu to Salgaa, 113 moved to Nakuru North and 62 families taken to Molo District.

A fund launched by President Kibaki for IDPs has benefited 157,598 families through the Sh10,000 pay-out totalling Sh1,575,980,000 while 7,626 people are yet to receive Sh76.2 million.

Funds for reconstruction of houses has benefited 38,145 families.

Some 40,109 IDPs have not benefited from the cash, leaving a balance of Sh1 billion owed to them.

    Kenyans are no longer scared of the law because the law has turned out to be an ass. We have turned out to be a culture of thugs like in Nigeria! Nobody can be trusted anymore.from the President to the shoe-shine boy. These people are civil servants ready to serve time in jail and come out as slum dog millionares like Puttni who is building us a seven star hotel with our money! Come Kenyans, get real!
