Education tops list of incomplete projects

A number of developmental projects under the Sh22 billion Economic Stimulus Programme may not be completed by the March 4, General Election, the Nation has learnt.

The Economic Stimulus Programme was meant to jump-start the economy after the global downturn that saw the country record a miserly 1.7 per cent growth in 2009, down from a high of 7.1 per cent in 2007.

The brief reveals that out of 365 centres of excellence to be established by the ministry throughout the country, only 53 had been completed as at end of September with 312 still under construction.

The ministry had also planned to build 421 model primary schools — two in the 210 constituencies except Eldama Ravine Constituency that was to have three. So far, only 185 had been completed.

The brief says the ministry had consequently requested for an additional Sh2.2 billion to complete stalled projects.

“The projects had stalled due to a number of reasons including overly ambitious project scopes, variation of bills of quantities, increased cost of construction and political interference in school selections,” the report said.

The brief also puts the Ministry of Public Works, which had been granted the task of constructing district headquarters for the Ministry of Internal Security, on the spot.

Out of 39 headquarters that were to be built, only four have been completed, while three are yet to be started.

And out of the 210 markets that the Ministry of Local Government was to build, the report says only 55 had been completed.

The Ministry of Public Health has completed the construction of 136 health centres out of the targeted 210.

The most successful project is the construction of 98 per cent of 28,000 fish ponds under the Ministry of Fisheries Development.
