Kenyans have intensified the posting of hate messages on social media despite efforts to take action against those pouring vitriol online, a new report shows.

No one has, however, been prosecuted as 14 bloggers, previously set to face sending hate messages charges, got off the hook for lack of sufficient evidence.
Police spokesman Charles Owino said on Wednesday prosecuting offenders was a challenge but detectives had made progress.

Mr Owino was speaking during a press briefing in Nairobi.

He said the Communications Commission of Kenya had been helping to trace hate-mongers before the evidence was sent to the National Cohesion and Integration Commission for further investigation.

“We have to involve institutions such as NCIC to inform us what amounts to hate speech because we do not want to be accused of gagging Kenyans,” he said.
