Land scandal started off as part of noble move

Kacc says that Sh10 million paid to one such broker had been cashed and wired to a senior Local Government official.

It quotes a statement obtained from the director of legal affairs at City Hall, Ms Mary Ng’ethe, claiming that the Local Government ministry applied pressure on City Hall to have the monies released.

The report says that Nairobi Mayor Geoffrey Majiwa introduced a Mr Nelson Osiemo to Ms Ng’ethe as a business associate of top local government ministry officials and that he was to take care of their interests in the transaction.

The Kacc report recommends that Local Government minister Musalia Mudavadi and Mr Majiwa be investigated further. Mr Mudavadi has denied any links to the scandal.

The report notes that even though the commission is yet to question the “emissary”, there is “credible though uncorroborated evidence” that they benefited from the fraud.
