A senior officer with the Transitional Authority has been shot dead.

Eliud Wepukhulu Baraza, 58, was shot dead in Tena estate this morning by a three man gang at his residence at around 6.15am.

The attackers escaped in a vehicle whose details were not taken.

“Eye witnesses have told us that there was an argument before the attackers shot him. We are investigating to arrest the attackers and also establish the motive of the attack,” Nairobi Provincial Police Officer (PPO) Benson Kibue said.

The TA created the new positions in the devolved government structure, and the deceased was one of the officers appointed as transition co-ordinator in February this year.

The officials were drawn from the central government and local authorities, and were expected to set up key county structures to jumpstart the devolved government system.

In Nairobi, Stephen Osiro was appointed as the chief finance officer, Philomena Nzuki as the accounting officer, and Gideon Mainge as the new sergeant at arms.

The deceased, police say, had been involved in fighting crime with the help of security officials and the governor’s office especially against increased incidents of carjacking.

Elsewhere, ten of the mentally challenged patients who escaped from the Mathare Mental Hospital are now back to the facility. Nairobi PPO Benson Kibue has said that seven of them were brought back by relatives while three others walked back to the institution. Kibue said the hunt for the other 30 patients was still underway.
