The Editor has withdrawn this story due to serious errors in fact and issued this apology to all our readers and officials cited:

The lead story in the Tuesday’s edition of the Daily Nation (August 16, 2011) erroneously claims that the President and the Prime Minister have pushed forward the date of appointment of the Controller of Budget by 21 days.

The date of the appointment of the Controller is set in the Constitution and can only be varied through a constitutional amendment. The gazette notice, dated July 22, 2011 legalised the delay in advertising the position and did not in any way alter the period by which the appointment ought to have been made.

According to the Constitution, the Controller must be appointed by August 27 otherwise the government will not be able to spend public money. This has not changed in any way.

This error is regretted.
