MPs to table list of law review experts

The list of local experts to write the country’s new constitution will be tabled in Parliament on Tuesday afternoon.

The Parliamentary Select Committee (PSC) on Constitution Review was on Monday finalising the recruitment of the six local experts.

PSC chairman Mohamed Abdikadir said since Friday the parliamentary team, with the assistance of a consultancy firm, had been vetting applications from more than 300 hopefuls.

Membership to the committee of experts attracted 265 people while 36 applications were received for the position of the director of the review team.

The jobs attracted a large number of former MPs, civil society activists and lawyers.

Among those who applied are former MPs Jillo Falana, Njoki Ndung’u, Muchiri Gachara, Gitu Kahengeri and Martin Shikuku. Law Society of Kenya chairman Okong’o O’Mogeni and his predecessors Tom Ojienda, Ahmednasir Abdullahi and Nzamba Kitonga were also among the applicants.

Other leading lawyers who sought to be part of the team include Mr Otiende Amollo, Mr Thomas Letangule, Mr Paul Mwangi, Mr Wachira Maina, Mr Ambrose Rachier, Mr Evans Monari, Mr Harun Ndubi, Ms Joyce Majiwa and Ms Lucy Kambuni.

Also interested to work on the committee of experts are former Head of Civil Service Richard Leakey, former ambassador Rachel Omamo and university professors Joshua Akong’a, Kimani Njogu, Kassim Omar Farah and Simiyu Wandiba.

Others who applied are university lecturers Dr John Chebii, Dr Migai Akech, Dr Jackosn Kitetu, Dr Bettina Ng’weno, Dr Pius Mutie, Dr Edward Kisiang’ani, Dr T.N. Konyimbih, Dr Charles Olungah, Dr Linda Musumba, Dr Ben Sihanya, Dr David Nguti and politician Lihanda Savai.

Driving force

The six successful candidates will join three foreign experts to form the nine-member committee of experts on the constitution.

The three are renowned constitutional lawyers Christian Murray (South Africa), Chaloka Beyani (Zambia) and Fredrick Ssempembwa (Uganda).

The committee will be the driving force in the latest round of the review process.

It will draft the proposed constitution using the Bomas Draft, the Wako Draft and other documents, in addition to collecting views from various stakeholders.
