Tough new duties spelt out for citizens

Freebies will be given only as last resort where it can be proved that a citizen has tried to make a meaningful contribution and failed.

To achieve this, all Kenyans will be required to develop their abilities through the acquisition of knowledge, continuous learning and the development of skills.
