IEBC appoints Oswago as interim CEO

The Independent Electoral and Boundaries Commission has appointed James Oswago as chief executive officer in an acting capacity as it conducts a fresh recruitment.

Mr Oswago will lead the IEBC secretariat for three months.

During the period, the Commission will recruit a new CEO and two deputies “through a transparent and competitive process".

“The Commission resolved to appoint Mr James Oswago as the Acting Commission Secretary/CEO for a period of three months with effect from 8th November, 2011.

"During these three months IEBC will recruit a Secretary/CEO and two deputies as outlined by chapter 6 of the Constitution (Leadership and Integrity) and Section 10 of the IEBC Act,” said IEBC chairman Ahmed Issack Hassan in a statement Wednesday.

The decision was reached at the Commission’s first plenary session where it also elected Ms Lilian Bokeeye to deputise Mr Hassan.

Chapter 15 of the Constitution, which deals with appointments at Commissions and Independent Offices, says that the members of a Commission shall elect a vice-chairperson from among themselves but the chairperson and vice-chairperson must not be of the same gender.
