President Kibaki has ordered the Attorney General Githu Muiga to immediately form a legal panel that will advice government on how to respond to Monday's ruling by ICC pre-trial judges.

ICC pre-trial Judges confirmed charges of crimes against humanity against Kibaki's Finance Minister Uhuru Kenyatta and his Head of Civil Service Francis Muthaura.

Others whose charges were confirmed by the ICC judges are Eldoret MP William Ruto and journalist Joshua arap Sang.

"I have with immediate effect directed the Attorney General to constitute a legal team to study the ruling and advise on the way forward," President Kibaki said in a press briefing held at Harambee house moments after the ICC judges had issued their ruling.

The President also chose to restart the resettlement programme for victims of post-election violence on the day charges against his key officials were being confirmed for being behind the evictions back in 2008.

"We re-dedicate ourselves to assist those who were displaced from their homes. In this regard, I have already directed all relevant government ministries to fast track the resettlement of the remaining Internally Displaced Persons," said Mr Kibaki.

Kibaki also appealed for calm in the wake of the ICC ruling.

Later, President Kibaki traveled to Kampala, Uganda for an official visit.

During the visit, President Kibaki will grace the 62nd graduation ceremony of Makerere University where he will receive an honorary Doctor of Laws degree.

The Head of State will also attend and address the 5th session of the 2nd East African Legislative Assembly (EALA).

The plane carrying the President and his entourage departed Jomo Kenyatta International Airport shortly after 4.00 p.m.
