Oparanya: MPs misusing CDF to be arraigned in court

Members of Parliament mismanaging the Constituency Development Fund (CDF) will be arraigned in court, Planning Minister Wycliffe Oparanya has said.

“KACC has referred some cases to the Attorney General’s office and soon you will see MPs appearing in court,” he told a gathering at Enjinja Catholic Church in Matungu over the weekend.

Mr Oparanya also challenged MPs implicated in mismanaging CDF monies not to seek elective post because they have failed to meet public expectations.

He said CDF was meant to boost economic growth in rural areas and improve the living standards of communities.

“We targeted projects that would alleviate poverty and make health facilities accessible to all besides giving schools a facelift,” he said.

However, Mr Oparanya accused the National Taxpayers Association (NTA), whose audit report on CDF implicated his Butere Constituency among others of mismanaging Sh15.5 million out of Sh138.6 million received in the financial year 2009/2010.

“We have a report presented to us by auditors authorised to do the job by the government. We do not rely on any other person including NTA to carry out monitoring and auditing of CDF projects,” said Oparanya.

The lobby group report shows that over Sh388.8 million in 34 constituencies and three local authorities could not be accounted for between July 2009 to July 30, 2010.
