PSC to recruit Registrar of political parties

The Public Service Commission (PSC) has invited applicants to fill the positions of the Registrar and Assistant Registrar of Political Parties.

Those interested in the job that involves the management of political parties’ affairs in the country have until Wednesday to send in their applications.

Successful applicants will replace Mrs Lucy Ndungu who has been holding the position in an acting capacity since last year.

Those seeking the position must hold a degree and have proven knowledge and experience in Finance, Management, Political science, Law, Governance or Public Administration.

They must also have at least fifteen years post qualification experience in the relevant areas of expertise.

“A person shall not be qualified for appointment as a Registrar or Assistant Registrar if the person has, at any time within the preceding five years, held office or stood for election as a member of Parliament or a county assembly or as a member of a governing body of a political party,” the PSC said in its advertisement.

It added that the Registrar and Assistant Registrars shall serve for a non-renewable term of six years and shall not be eligible for re-appointment.

All shortlisted candidates will be required to obtain clearance certificates from Ethics and Anti Corruption Commission (EACC), Kenya Revenue Authority (KRA), Criminal Investigations Department (CID), either Credit Reference Bureau or Metropol Corporation Limited and Higher Education Loans Board (HELB).

The PSC will following the conclusion of the interviews, nominate and forward to the President the names of three nominees for appointment and the names of nine nominees for appointment to the office of Assistant Registrar.

The President will within seven days of receipt of the names of the nominees nominate one of the three persons for appointment as Registrar and three persons for appointment as Assistant Registrar and forward the names of the nominees to Parliament for approval.

Parliament will within fourteen days of the receipt of the names of the nominees consider them and approve or reject the nominations.

Some of the functions of the Registrar include to register, regulate, monitor, investigate and supervise political parties to ensure compliance with the Political Parties Act.

The Registrar also administers the Political Parties Fund and ensures the publication of audited annual accounts of political parties.

The Registrar also maintains a register of political parties and the symbols of the political parties and also ensure and verify that no person is a member of more than one political party.
