County aims to raise Sh1bn revenue in deal with bank

The Kakamega County Government has partnered with a bank to raise at least Sh1 billion from local revenue.

Governor Wycliffe Oparanya said Kenya Commercial Bank has agreed to become the county government’s main revenue collector.

“The bank will team up with some experts to do the job for a small fee,” said Mr Oparanya.

The governor said this would help seal loopholes in revenue collection.

He spoke when he signed the Appropriation Bill into law after ward reps passed the Sh12.3 billion budget for 2015/2016 last week.

EQUIP HOSPITALS

Mr Oparanya said conditional grants from the National Government would make up for a Sh780 million shortfall in the budget.

The county will receive Sh350 million for Level Five Hospitals, Sh214 million for the free maternity programme and Sh38 million (in form of waiver fees) for health centres and dispensaries. The county government will also receive Sh150 million for roads from the fuel levy.

In the budget, the county government has allocated Sh23 million for the purchase of three ambulances in addition to nine others leased from the Kenya Red Cross Society at Sh5.4 million a month.

The county government allocated Sh180 million for purchase of drugs and equipment, which will be for supplied to health centres in the region.

In the budget estimates, the Health docket has received an allocation of Sh1 billion.
