Garissa County hit by IFMIS passwords theft, MCAs claim

MCAs in Garissa have claimed that Integrated Financial Management Information System (IFMIS) passwords of senior county staff have been stolen and used to make illegal payments.

Addressing the press Tuesday, the MCAs led by Minority Leader Mr Nasir Mohamed, claimed the county treasury is trying to cover up the illegal transactions.

Mr Mohamed alleged that payments have been made to non-existing projects using IFMIS and passwords belonging to officials without their knowledge.

“Corruption at the county treasury has been made easy because passwords of chief officers, who are the chief accounting officials in different departments, are being used without their knowledge,” he told journalists.

The MCAs have called on the Auditor General and EACC to scrutinise financial payments made via IFMIS in the county.

“As members of the County Assembly, we are considering calling for a special session to discuss the issue,” he said.

Last week, Mr Bernard Wambua Nzau, the county's head of supply chain and procurement recorded statement with Garissa police and Ethics and Ant-Corruption Commission officers after he alleged that his IFMIS password had been stolen.

The County Executive Committee member in charge of Finance Mr Abdihakim Dayib dismissed allegations of financial misappropriation in the county‘s treasury department.

“We have all our records intact and are open to scrutiny by any government agency. Am here to confirm that no money (has been) lost in our treasury,” said Mr Dayib.
