Half of county budget will pay salaries and wages

Almost half of the proposed Sh10.7 billion Mombasa County government Budget will pay salaries and wages.

Health will receive the highest — Sh1.68 billion — according to the proposed 2015/2016 estimates.

The county government has set aside Sh7.4 billion for recurrent expenditure and Sh3.3 billion for development.

Of the recurrent expenditure, Sh4.1 billion will be spent on paying salaries to the over 4,000 workers.

The county expects to receive Sh5.7 billion from the National Treasury while Sh5 billion is expected to be collected from local revenue sources.

The Budget also allocates Sh3.2 billion for the county government’s operation and maintenance costs.

The proposed Budget is Sh1.4 billion less than that of the current financial year.

During a recent presentation of the county’s fiscal strategy for 2015/2016, Finance executive Hazel Koitaba said the county government had proposed a realistic Budget so as to comply with rules issued by the Controller of Budget.

In the proposals, the Executive has been allocated Sh1.2 billion, with Sh687.8 million for recurrent expenditure and Sh598 million for capital expenditure.

The county assembly is expected to receive Sh323 million, with Sh273 million earmarked for recurrent expenditure and Sh50 million for capital use.

Of the Sh1.68 billion allocation for health, Sh1.1 billion will be for recurrent expenditure and Sh572 million for capital projects.

Finance and Economic Planning department is expected to get Sh697 million, with Sh353 million being for recurrent expenditure and Sh343 million for capital expenditure.

The Transport and Infrastructure department has been allocated Sh720 million. Out of that, Sh590 million will be used for capital projects and Sh130 million for recurrent expenditure.

The Education department is to receive Sh519 million, with Sh445 million going into capital projects and Sh73.7 million for recurrent expenditure.

Lands, Planning and Housing has been allocated Sh351 million. Sh236 million will be for recurrent expenditure and Sh115 million for capital projects.

Yesterday, the Kenya National Chamber of Commerce and Industry branch executive officer James Kitavi urged Governor Ali Hassan Joho to reduce the county’s workforce to bring down the proposed wage bill.
