Nairobi Assembly summons Boinnet, Tobiko over office space stalemate
Nairobi County Assembly has summoned Director of Public Prosecutions (DPP) Keriako Tobiko and Inspector-General of police Joseph Boinnet over a scuffle at the premises.
The Assembly’s select Committee on Powers and Privileges wants the two to appear before it on Tuesday next week to shed light on the status of investigations into a case on goons who invaded the county assembly and assaulted staff and also on the action taken.
Speaker Alex Ole Magelo said that Mr Tobiko and Mr Boinnet had failed to report on the status of the investigations which went against the County Assembly Powers and Privileges Act even after the Assembly Clerk, Jacob Ngwele under the instructions of the speaker, wrote to both DPP and the IG requesting them to take appropriate action on the offending parties.
“The request has now been pending before the DPP for more than 30 days,” said Mr Magelo.
The committee has also summoned Nairobi County head of security, Francis Munyambu, Albert Koech, Caleb Otieno, Eva Wairuko and Benson Oliang'a to make an appearance before the committee on the same day.
The five are accused of leading a contingent of county askaris and firemen armed with grinders and other heavy metallic equipment in invading the 4th floor offices on the morning of April 7, lobbying teargas canisters at members of staff of the county Assembly.
MCAs Peter Isuha, Alvin Palapala and the Sergeant at Arms sustained injuries in the ensuing melee.
There has been an ongoing tussle between the Assembly and the executive over the occupancy of the Fourth floor of the Northern Wing of City Hall which houses the county’s Valuation Department.
In April this year, a fight broke out at the premises where officers allied to the county executive lobbied teargas canisters at members of staff of the county Assembly.
Before that, on November 29, last year, county assembly sergeant-at-arms drew his gun and threatened to shoot Kenya County Government Workers Union members who were fighting members of the county assembly for office space.
