Assembly passes motion seeking quarterly reports on county projects

  • Tembelio MCA Pius Kigen moved the motion on Tuesday noting that for the Assembly to effectively deliver on its oversight mandate, the project implementation status reports were key.
  • This comes as Governor Jackson Mandago defended his track record saying that he is ready to account for every single cent allocated to the county by the national treasury.

Uasin Gishu County Assembly has passed a motion petitioning the executive to start preparing quarterly reports on the status of projects being implemented.

Tembelio MCA Pius Kigen moved the motion on Tuesday noting that for the Assembly to effectively deliver on its oversight mandate, the project implementation status reports were key.

"As a county assembly, we have not been receiving these reports from the executive. This has been hampering our operations and mandate," said Mr Kigen.

He added: "A lot of taxpayers’ funds have been invested in projects, but it has not been easy for us to assess their progress hence need for this motion to be passed."

Racecourse MCA Amos Kiptanui seconded the motion reiterating the need for the assembly to be informed on the progress of county projects.

"We have so far passed three fiscal budgets and billions of shillings allocated to many projects and we need to be informed on how much has been invested where and the progress of these projects," said Mr Kiptanui.

However, the motion was opposed by Langas MCA Francis Muya and his Huruma counterpart Peter Chomba who said the motion would not help anything in the spirit of devolution.

"This motion has been brought late at a time when we are almost winding up our term in office. The fiscal budgets we have been passing have always been tampered with once we present them to the executive. So we see no need for the motion as it will bring no transformation," said Mr Chomba.

However Majority of the MCA's supported the motion which they said will help the assembly have access to the reports that will be used in monitoring, assessing and ensuring accountability of public funds.

Speaker Isaac Terer said the motion will now be forwarded to the executive for implementation.

This comes as Governor Jackson Mandago defended his track record saying that he is ready to account for every single cent allocated to the county by the national treasury.

“As a Governor, I understand the Constitution so well and I am ready to take responsibility when it comes to how my government has utilised the funds released to us by the National government,” Mr Mandago said last week.
