Kenya Cabinet sets up law implementation team

The Cabinet has set up a 16-member team to oversee the implementation of the new Constitution, headed by President Kibaki and Prime Minister Raila Odinga.

The team includes Vice President Kalonzo Musyoka, deputy Prime-Ministers Musalia Mudavadi and Uhuru Kenyatta, Attorney General Amos Wako and ten ministers, including Justice Minister Mutula Kilonzo.

The other ministers are: Sally Kosgei, Beth Mugo, Kiraitu Murungi, Anyang Nyongo, Esther Murugi, Charity Ngilu, James Orengo, George Saitoti and Moses Wetang'ula.

The concerned ministries have been directed to begin their work immediately. A statement from State House said the Cabinet meeting on Tuesday had resolved that "lead ministries charged with initiating of the bills should commence work immediately."

A technical committee was also established to review the budget implications and to facilitate approval by the relevant committee of the Cabinet.

The committee will consist of Head of Civil Service, the PM's Office, Finance and Justice ministries, Solicitor General and Office of the Attorney General.

Chaired by President Kibaki, the Cabinet meeting resolved to strictly honour the implementation dates as set out in the constitution, once it comes into effect.

President Kibaki is expected to promulgate the new Constitution August 27 during a public ceremony at Uhuru Park in Nairobi. The President, the Prime Ministers, legislators and other Government officials will be expected to take a fresh oath to respect, defend and protect the new constitution.

Meanwhile, Cabinet approved a major planned Power Generation Capacity Program., which is expected to help meet the growing demand for electric power across the country.

The statement said Cabinet would put forward for parliamentary approval the establishment of an guarantee fund for semi-concessional loans for external borrowing by the country's power generation and distribution companies.
