Kiai successor to be picked from three applicants

City lawyer and university lecturer Patrick Lumumba is among three individuals proposed by a Parliamentary committee to take up the position of commissioner at the Kenya National Commission on Human Rights.

Dr Lumumba, Ms Ndomo Atieno and Ms Ann Munyiva Kyalo were the candidates picked by the Parliamentary Committee on Administration of Justice and Legal Affairs for the post left vacant by Maina Kiai, who had also been the body's chairman.

Mr Kiai, whose reign was marked by vicious criticism against the Government on human rights and extravagance, left after his term expired on July 28.

On Wednesday, the committee’s vice chairperson Millie Odhiambo tabled the report in the House and gave notice of a motion to allow Parliament to vet the three candidates before they are forwarded to the President who will pick one of the three.

The commission’s Act gives the House committee, chaired by Mandera Central MP Abdikadir Mohammed, the mandate to recruit its commissioners, vet them and submit their names to the President for appointment.

The report indicates that a total of 198 applications were received in response to an advertisement on June 6, 2008.

A three person team of MPs Odhiambo, Olago Aluoch and Alfred Sambu trimmed the list to 13 applicants who attended interviews on Monday.

The commission has elected Ms Florence Jaoko as its chairperson.
