Devolution official Hassan Noor fails to honour EACC summons

Senior Ministry of Devolution administrator Hassan Noor Hassan failed to appear before the Ethics and Anti-Corruption Commission (EACC) for questioning on Tuesday.

However, EACC spokesman Yassin Amaro said the summons for Mr Hassan still stands.

Mr Hassan was to appear at Integrity House at 9.30am Tuesday but Mr Amaro said he indicated he was in Mombasa for official duties.

Mr Hassan is wanted by the EACC to answer queries over procurement of consultancy services at the ministry.

The anti-graft agency also wants the former powerful Provincial Commissioner to explain a sensitisation programme to enable access of 30 per cent of reserved government tenders.

Mr Hassan has been endorsed by the Garre community to vie for Mandera gubernatorial race, which has divided locals.

Governor Ali Roba's supporters have vehemently opposed the move terming it undemocratic.

Mr Roba has since conducted a series of meetings in the county with supporters urging him to defy the elders and run for a second term due to his development record.

The elders verdict also affects five MPs and 18 ward representatives in the border county.

Senator Billow Kerrow has however agreed to abide by the elders decision.

A group of elders from Mr Roba's sub-clan have also backed his bid for second term.

Some Mandera residents have questioned the move by the elders to back Mr Hassan regardless of integrity issues facing him over the National Youth Service.
