Former PS Richard Ndubai sworn-in as new NYS director-general

Richard Ethan Ndubai, a long-serving public servant and a former permanent secretary, has been sworn in as the new director-general of the National Youth Service (NYS).
Speaking on Tuesday when he witnessed Mr Ndubai's swearing-in ceremony at State House, Mombasa, President Uhuru Kenyatta ordered the resumption of the service’s youth empowerment programme.
He said the objective of empowering the country’s young people is to enable them to participate actively in nation building, which, he added, was the main aim of the NYS at independence and remains the core mandate of the service.
President Kenyatta said: “My administration is keen to see this service reintroduce the core values it had and to once again re-engage young people in our country to ensure they are part and parcel of nation building.”
EMPOWERMENT PROGRAMME
“So today as we swear you in, I want to clearly state my own personal commitment to restart the empowerment programme within the next two months,” the President told Mr Ndubai.

He noted, with regret, that even after the NYS was relaunched with passion and a lot of expectation from young people, the service had fallen short of what was required of it.
“The service, unfortunately, has engaged itself in issues that are unbecoming of those who are supposed to mentor a new generation,” he said.
The President said the first objective of the new director-general will be to remove from the agency those who are pulling it down.
“So, Mr Ndubai, bring your experience as a public administrator in this country and your reputation to bear so that we can achieve our objective of bringing on board our young people and make them part of the development agenda of the nation,” President Kenyatta said.
The swearing-in ceremony was conducted by Chief of Staff and Head of Public Service Joseph Kinyua.
Mr Ndubai holds a master's degree in public administration from Harvard University and a Bachelor of Commerce degree in accounting from the University of Nairobi.
He is due to graduate with a PhD in performance contracting, measurement and public service delivery from the same university.
