Governors shun talks on devolving primary education

Talks on devolution of primary school education failed to start after representatives of governors did not turn up for a parliamentary committee meeting on Tuesday.

Council of Governors representatives were to meet the parliamentary Committee on Education to make proposals on the plan to take over primary education, only for them to withdraw at the eleventh hour.

Education Principal Secretary Belio Kipsang, who was to attend the meeting was non-committal on whether devolving primary education would happen.

GOOD IDEAS

“I do not want to go into issues which were to be discussed by the two levels of government through Parliament and give an opinion on what we were going to engage about. Let us wait and meet with the council of governors through the Education committee, they may have good ideas,” he said.

Dr Kipsang said Nairobi County had initiated negotiations to transfer the function to City Hall.

Governors are targeting primary school infrastructure in their counties in a bid to control education over claims that there is confusion on which level of government is running primary schools which remain under the national government.

Counties are only in charge of Early Childhood Development centres.
