The Ministry of Devolution and Planning has said it will align county governments to make them efficient and effective in discharging their functions.

Cabinet Secretary Anne Waiguru said the national government was committed to ensure that devolution succeed and that the emerging challenges will be addressed.

“We have witnessed several challenges including county assembly members and the county executive being on collision over budget making but we are training them so that they understand their roles,” said Ms Waiguru during a breakfast meeting on the second medium term plan 2013-2017 at The Stanley Hotel, Nairobi Tuesday.

She said that Kenyans should not be side-tracked by the teething problems that devolution was facing.

Ms Waiguru said that the Ministry was initiating key reforms in the public service geared towards improving service delivery both at national and county governments.

“Through the medium term plan, the government is determined to ensure that devolution is a success," she said.

She disclosed that the Ministry had launched a platform to monitor the views on devolution by Kenyans on social media.

“The social media platform will help us in formulation of policies geared towards making devolved governments serve Kenyans better,” said Ms Waiguru.

She said that the second term plan is in the final phase and is expected to be launched on September 4.
