The joint parliamentary committee on electoral laws continued with public hearing Wednesday despite call to snub it by opposition MPs.
The committee held the hearing at Nairobi County Hall. The hearing is expected to go on until Thursday.
On Wednesday, the public gave their views with some asking the committee to reach out to the National Super alliance.
In his presentation, Mr Michael Odembo said no one should be excluded from the process.
He also said the proposed amendments are silent on the ills perpetuate by returning officers.
ACCOUNTABILITY
"We must demand accountability from our public officers. The problem is the inability of IEBC to conduct its business in line with the law,” he said.
The House Committee is co-chaired by Baringo North MP William Cheptumo, Senator Fatuma Adan Dullo and Clerk assistant Mary Chesile.
On Tuesday, Orange Democratic Movement MPs asked the public not to present their views to the joint House committee saying the team is illegally constituted as it lacks members from the opposition.
The opposition failed to submit the list of their members to the House Business Committee, which is responsible for drawing the business of Parliament.

They also failed to submit list of their members to the select committee on electoral laws.
Led by Ugunja MP and ODM Secretary for political affairs Mr Opiyo Wandayi, the MPs urged the public not to participate in an illegality being perpetuated by Jubilee.
Mr Wandayi was accompanied by Martin Owino (Ndhiwa), Mr Caleb Amisi (Saboti).
“The ongoing process at a County Hall where the joint committee is purporting to be acting on behalf of the two houses is purely a jubilee party affair and not a parliamentary business,” Mr Wandayi said at a press conference in Parliament buildings yesterday.
“Matters touching on changing the constitution which affects all Kenyans cannot be deliberated by only one side of the political divide and therefore to us, what is going on is a jubilee parliamentary group meeting,” Wandayi added.
ILLEGAL
The Ugunja legislator said the opposition will not appear before the committee as doing so will give the team legitimacy it does not deserve.
“The entire process is illegal, from the formation of the committee and even embarking on changing the law without the input of the opposition which also has a critical mass following in the country,” Mr Wandayi said.
The Ndhiwa MP told Jubilee not use their numbers to 'bully’ the minority in the House.
“Even the minority have a critical mass of supporters, ignoring them and doing wrong things is putting this country into the wrong path,” he said.
