JSC begins search for new Chief Registrar

The Judicial Service Commission on Monday launched the search for a new Chief Registrar of the Judiciary by advertising the position on its website.

Applicants need to be qualified as an advocate of the High Court of Kenya and attained the qualifications for appointment as a judge, or attained 10 years as a professionally qualified magistrate, or attained 10 years as an academic or legal practitioner. The deadline for applications is November 18, 2013.

The vacancy comes as a result of the dismissal of Gladys Shollei over allegations that she misused billions of shillings while in office.

JSC president Chief Justice Willy Mutunga said she had been fired for incompetence, misbehaviour, violation of the code of conduct for judicial officers, insubordination and violation of Chapter Six and Article 232 of the Constitution. Ms Shollei subsequently declared her innocence over the allegations of impropriety, accusing the commission and Dr Mutunga of subjecting her to a “kangaroo court.” “The JSC never heard me,” she said. “I have never admitted to any single charge. For the Chief Justice to say that, and the JSC, it is totally dishonest.”

She also said contrary to what her former employer had said earlier, she did not admit to any of the 33 allegations against her in which it was alleged that Sh1.7 billion “was at risk or has been lost”.

Ms Shollei questioned the process that led to her sacking, alleging that four of the JSC commissioners were biased against her and were unlikely to give her a fair hearing. (READ: Gladys Shollei protests her innocence)
