Gladys Shollei, seven judiciary staff charged with abuse of office

Seven former judiciary staff appeared in court on Tuesday where they faced fresh charges of abuse of office and flouting procurement laws.

The seven are charged alongside former Judiciary Chief Registrar Gladys Shollei.

Ms Shollei was not in court and her plea was deferred after his lawyer told the court she is out of the country.

The seven are the former Deputy Chief Registrar Kakai Kissinger, Martin Otieno Okwata (former Director Supply Chain Management), Benedict Abonyo Omollo (former Director of Finance) and Tender Committee members Wycliffe Wanga Ombunde, Nicholas Muturi Okemwa, Nicholas Mbeba and Thomas Oloo Atak.

They jointly faced a charge of abuse of office for awarding Timsales Limited the tender for construction of Runyenjes Court Station without following procurement process leading to the loss of Sh18.3 million.

They are also accused of failing to comply with procurement laws by awarding a direct tender to Timsales Limited and increasing the advance down payment to the company from 10 per cent to 50 per cent.

Ms Shollei, Mr Kissinger, Mr Okwata and Mr Omollo face a charge of abuse of office for changing terms and conditions of a contract awarded to Timsales Limited without approval of the Tender Committee.

Mr Kissiger faced another charge of abuse of office for authorising payment of Sh150 million to Timsales Limited for construction of courts in Mavoko and Garsen.

They were each freed on bond of Sh300,000. The case will be mentioned on January 12.
