Kaimenyi criticises council over Moi law school closure

Education Cabinet Secretary Jacob Kaimenyi has criticised the Council of Legal Education for closing the Moi University School of Law.

He said the university’s senate was not involved.

Prof Kamenyi was speaking when he appeared before the National Assembly’s Education Committee on Tuesday.

He warned against the persistent supremacy battles between the professional bodies and the council.

“The process to close a university, a department or even a programme must be made clear. When the council closes a programme where does the senate come in?

“Our children are suffering because two bulls are fighting,” said Prof Kaimenyi.

Commission on University Education Chief Executive Officer David Some said the agency should have the final say on the accreditation of university programmes.

“The National Assembly should review the laws to provide for only one body to give accreditation. There is a multiplicity of laws that have led to the clash of roles,” said Prof Some.

A number of MPs supported his suggestion.

“There is confusion and we need an overhaul. If we are going to move forward, we must agree on one agency to do accreditation,” said the committee vice-chairman Julius Melly.

However, the council director Kulundu-Bitonye would not give the details on the closure of the law campus, saying the matter was already in court.

He, however, defended the professional association’s role in accreditation.
