Ipoa accuses Kayole OCPD of intimidating its staff

The police oversight agency has accused Kayole OCPD Ali Nuno of illegally detaining and fabricating charges against its officer who was probing misconduct claims against him.

The Independent Policing Oversight Authority (Ipoa) officer was locked up on Monday and was only freed after Director of Public Prosecutions Keriako Tobiko intervened.

Two Ipoa investigators had visited the OCPD in his office to serve him with a summons requiring him to appear before detectives on “investigation matters against him.”

Ipoa chief executive officer Joel Mabonga said in a statement: “The officers delivered the letter to the OCPD in his office. He declined to receive it and ordered the officers out.

"The investigators left the letter on the OCPD’s table. The OCPD pursued and grabbed one of the IPOA officers. He assaulted and threatened him with his official firearm. The OCPD caused him to be detained in the cells.”

Mr Mabonga said Mr Nuno had intimidated Ipoa’s staff in the past.

The civilian police oversight agency is investigating the OCPD on claims of corruption, abuse of office, illegal arrests and obstructing inspection of police facilities.
