Ngilu vows to give out more titles

Lands Cabinet Secretary Charity Ngilu Thursday said she would continue issuing title deeds, in the face of accusations by the National Land Commission that she was meddling in its role.

Ms Ngilu took on the commission, saying it was only interested in attending seminars.

She said the government was keen on achieving its target of issuing 1.5 million deeds this year.

“I am focused in ensuring Kenyans who do not have title deeds acquire them so that they can use them to access credit and start businesses. I will not sit and fail to execute my mandate,” she said.

However, commission chairman Mohammed Swazuri said the seminars were educating the public and giving them a chance to participate in deliberations on land matters.

“We are a pioneer commission and we need structures and that is what the seminars are intended to achieve. The fact that we are attending seminars does not change the law which says that the ministry should not issue title deeds,” he said on the phone.

Ms Ngilu was speaking at the National Titling Center, in Nairobi where she flagged off seven vehicles to be used by about 100 surveyors and land adjudicators to map out land in seven counties, ahead of issuance of titles.

The counties are Meru, Tharaka Nithi, Migori, Siaya, Homa Bay, Makueni, Machakos, Kitui, Narok, West Pokot and Kilifi. About 100,000 title deeds are set to be issued in these areas.
