Workers knew of risks, official tells MPs

What you need to know:

  • “They applied and were interviewed at their schools of choice. They were aware of the region they were going to work. It is a policy that one has to give five years’ service once employed,” Dr Kipsang’ said.
  • He said the teachers committed themselves to work in any part of the country. The PS said teachers cannot be paid if they have not worked.

Teachers demanding to be transferred from North Eastern are not sincere because they were aware of the challenges in the region before applying for work, the Education Principal Secretary has said.

Dr Belio Kipsang’ told a Parliamentary Education Committee that demands by teachers from Mandera, Wajir and Garissa counties, goes against the contractual terms they entered with the Teachers Service Commission, when they were employed.

He said the government policy is clear that teachers must work in their first station of appointment for at least five years before seeking transfers.

“They applied and were interviewed at their schools of choice. They were aware of the region they were going to work. It is a policy that one has to give five years’ service once employed,” Dr Kipsang’ said.

ANY PART OF THE COUNTRY

He said the teachers committed themselves to work in any part of the country. The PS said teachers cannot be paid if they have not worked.

He said teachers had not raised complaints of harassment by their students before a bus attack by Al-Shabaab terrorists last year.

Dr Kipsang’ said the government is committed to ensuring security of its employees.

“The government has done so much to secure the borders in Northern Eastern besides fixing roads and communication network,” the PS said.
