Kenyans ‘can sign for vote push by both movements’

Kenyans are free to sign for both the Okoa Kenya and the Pesa Mashinani referendum movements.

The Commission for the Implementation of the Constitution (CIC) on Tuesday said Kenyans have no legal restrictions on the number of referendum movements they can sign for, as long as they have valid documents.

CIC chairman Charles Nyachae said Article 257 of the Constitution allows any Kenyan to sponsor a popular initiative on the referendum.

There is no restriction to the number of initiatives that can be launched, he added.

“There is no restriction on the number of initiatives that a Kenyan may sign for. There will be no invalidation of those signatures if everything else is valid,” the official said.

CIC’s explanation could clear the way for the two movements seeking to have the Constitution amended to collect signatures from the same group of people.

The Okoa Kenya Movement is sponsored by Cord, while the Pesa Mashinani movement is championed by the Council of Governors.

Each of the two movements must collect at least one million signatures, which will later be verified by the Independent Electoral and Boundaries Commission before Bills are sent to county assemblies for debate.

Cord is pushing for a referendum on the following issues: increase in revenue allocation to county governments, strengthen the National Land Commission, electoral reforms, provisions for ethnic inclusivity and diversity and also strengthen public institutions.

The Pesa Mashinani movement is seeking to have a higher percentage of funds allocated to the counties from the national budget.
