County moves to utilise funds before end of year

The Kisii county assembly adopted a supplementary budget for 2014/2015 financial year in a special sitting on Friday.

The move aimed at utilising all the funds allocated to the county before the financial year ends to avoid returning the unused funds to the national government.

The approved development budget of Sh3,168,357, 885 billion was revised to Sh2,829,157,885 billion, suffering the biggest revision.

Roads and Public Works got the biggest share with the allocation raised from Sh695 million to Sh855 million. The Sh165 million increase will fund construction of roads and culverts at ward levels and bus parks.

Lands, Physical Planning and Urban Development lost Sh70 million from the initial budget of Sh235 million down to Sh165 million. Sh20 million was reallocated to the sector for the purchase of land for a dumping site. Initially, Sh35 million had been allocated for this purpose and the Sh20 million addition raised the total figure to Sh55 million.

The losers included the county executive development budget which had Sh60 million deducted from the approved Sh147 million. This deduction left the sector with Sh87 million.

Finance and Economic Planning was revised from Sh530,348,044 billion to Sh446,648,044 billion. County emergency fund, revenue collection, management systems, ICT equipment and document management systems were affected in the revision.

Education suffered a loss of Sh5 million from the initial Sh289.5 million to Sh284.5 million allocation. This will affect efforts to equip computer laboratories and youth polytechnics.

Agriculture lost Sh59.5 million from the approved budget of Sh187,742,342 million to Sh128,242,342 million. This means the proposed construction of a science park, establishment of horticultural hardening centre, construction of hostels at the Agricultural Training Centre and purchasing of 500 broilers per ward will not take off.

Health services budget was revised from Sh503,117,499 million to Sh479,117,499 million. This will affect the completion of sub county hospitals.
