In a speech read on his behalf by Information Cabinet Secretary Fred Matiang’i at the Governors’ Summit, the President said the country would overcome challenges of the new government structures.

“It is fair to say that all our institutions are learning to operate in a presidential system of government, a new executive structure, within a bicameral legislature, in context of devolution,” he said.

However, the President stressed the need to follow the dictates of the Constitution as both levels of government carried out their mandates.

“We must improve how we manage and communicate progress and setbacks in implementing devolution. This is critical in promoting public understanding of the roles and responsibilities of the two levels of government,” he added.
