Harmonise salaries, urge executive staff

County executive committee members have called for the harmonisation of their salaries.

They said lack of clear guidelines on the matter was hampering the success of devolution.

They spoke on Monday during a devolution conference at the Safari Park Hotel in Nairobi.

The chairman of the County Executive Committee Members’ Forum, Mr Antony Njaramba, said they had received different circulars from the government with varying specifications on their salaries and allowances.

Mr Njaramba appealed to Devolution Cabinet Secretary Anne Waiguru to intervene, saying they were not sure whether they belong to job groups Q, S or T.

“We are civil servants working at the governors’ pleasure. Let us be sure of our positions. In the circulars, speakers and other county staff know where they belong, but our case has not been clear,” he said.

Ms Waiguru said the correct circular should be the one from the Public Service Commission and the Salaries and Remuneration Commission, but promised to conclusively address the matter in two weeks.

“We will give you a harmonised decision. Some of these issues are technical and should be raised through the Council of Governors,” she said.

Council of Governors vice-chairman Salim Mvurya appealed for calm, saying the matter would be tackled through the Intergovernmental Budget and Economic Council, where the counties are represented by governors.
