Speaking in Mombasa last Friday, he said Parliament’s majority leader will make an official announcement about the matter on October 28 after administration issues are resolved.

“It is a constitutional requirement for the ministers to appear before Parliament,” Mr Muturi said.

On budgetary allocation to counties, he said he is happy the Parliamentary Accounts Committee report on expenditure has been approved.

He said it would be fair that the implementation would be a basis of allocation to county government resources.

Mr Muturi assured county government speakers: “There is no tussle between the two Houses; they are functions of the government that interpret the constitution differently with the aim of implementing devolution”.
