Lugari MP Ayub Savula has drafted a Bill to amend the Constitution that will allow the President to pick Cabinet Secretaries from MPs.

The Bill also seeks to give governors the nod to include ward reps in their cabinets.

The Bill comes against the backdrop of demands by MPs that CSs attend parliamentary sessions to respond to queries.

NO LONGER READ ANSWERS

If the Bill becomes law, the current system where MPs pass questions to parliamentary teams that seek answers from ministers will cease.

Chairmen of the teams will no longer read the answers on the floor of the House.

In previous parliaments, ministers and their assistants were MPs. Colleagues in the House would ask questions directly.

Currently, ministers no longer attend Parliament as they are not part of the House.

National Assembly Speaker Justin Muturi had previously stated that the system is inefficient, inadequate and fails to meet the acceptable standards of holding the Executive to account.
