Nyachae warns of ‘insider’ plot to destroy devolution

The commission charged with overseeing the implementation of the Constitution has accused senior government officials of plotting to kill devolution.

The Commission for the implementation of the Constitution (CIC) chairperson Charles Nyachae said the efforts of those out to undermine devolution would fail since Kenyans overwhelmingly voted for the Constitution that gave birth to devolution.

“It may not be the leadership of the national government that wants to kill devolution but there could be individuals within government who may be trying to reverse the gains brought by devolution,” he said.

The commission has begun a series of activities in counties to monitor the status of the implementation of the Constitution and success of devolution.

This week, the agency will be in Bungoma to meet the leadership of the county government and hold public forums with residents to sensitise them on devolution.

Speaking after meeting with Bungoma Governor Ken Lusaka, Mr Nyachae urged the public to be vigilant and to ensure the success of devolution.

Mr Nyachae said he would go to all the 47 counties to assess the success and challenges of devolution.

His commission would also visit health facilities within counties to assess the specific challenges they faced.

The commission will hold public forums in Bungoma and Mt Elgon towns to find out if residents were satisfied with progress of implementing the Constitution.

He later held sessions with the leadership of the County Assembly led by Speaker John Makali.

The CIC chair also waded into the furore over recent presidential appointments.

He told the advisers of the President and his deputy to ensure due process of the law was followed in making public appointments.

“They should ensure every detail of the law is adhered to,” Mr Nyachae said.

He told President Kenyatta’s advisers not to repeat the mistake they made when they appointed Mr John Mututho and Mr Abduba Dida.

Governor Lusaka complained of the long process it took before counties could access money set aside for regions.

“For any funds to be spent, the controller of budget needs to approve the expenditure,” he complained.
