ODM raps Jubilee over 'casual approach' in war on terror

The Orange Democratic Movement has demanded a clear and credible programme to end insecurity in the country.

The ODM National Executive Council which met in Maanzoni Lodge in Machakos Monday also called for a probe into the Garrisa University College terrorist attack and for Kenyans to be told the truth.

"We demand that Kenyans be told the truth on what happened in Garrisa, what the government knew, when it was known and who slept on the job," they said in a statement read by ODM secretary general Ababu Namwamba.

"Kenyans cannot continue to die while all we do is cover up for the incompetence of the officers put in place by Jubilee," said Mr Namwamba.

The leaders resolved to embark on a serious consultation with the religious community to figure out how to end stigmatisation and polarization among Christians and Muslims in order to jointly fight terrorism.

The leaders said building a wall on the Kenya-Somali border was a continuation of the 'pedestrian' and casual approach to security that Jubilee was known for.

MISUSE OF FUNDS

Separately, ODM party leader Raila Odinga who was speaking to ODM Public Accounts Committee members from various County Assemblies cautioned the members to ensure resources devolved to the counties were used in the most prudent manner.

He told the members not to misuse the resources through numerous 'bonding' and benchmarking trips but instead delivery the much-needed services to the people.

"Devolution has a lot of enemies who want us to go back to the status quo. Do not help them to sabotage devolution so that they turn around and say; look we said it will not work, " said Mr Odinga.

Mr Odinga said devolution was necessary in order to address inequality in development across the country.

The ODM Leader said the little resources devolved to counties had already created an impact adding that they were going to launch the Okoa Kenya campaign at the Bomas of Kenya on Thursday in order to push for increased revenue allocation to counties from 15 per cent to 45 per cent.

"With the little resources brought to the counties, you have seen the difference. With prudent use of resources this country will change," said Mr Odinga.

The PAC members from the County Assemblies were meeting at Maanzoni under the auspices of the Society for International Development (SID).
