Ruto, governors meet on Tuesday

Deputy President William Ruto will hold a meeting with governors in Nairobi on Tuesday.

Mr Ruto convened the extraordinary session of the Intergovernmental Budget and Economic Council to discuss amendments to the public finance management law and push for the implementation e-procurement, which governors want postponed. Finance Executives have been invited.

A document seen by the Nation shows that the meeting will discuss a new way of revenue sharing between the national government and counties.

The Equalisation Fund, debt services provided to the national government by counties and pending finance bills will also be discussed.

A source privy to the meeting said it would discuss recent audit reports that exposed massive theft of public funds at both levels of government.

“During the last meeting on February 6, It was resolved that another be held to discuss, among other pending matters, the proposed amendments to the Public Finance Management Act by the Legal Committee of the IBEC,” the DP’s office said in the invitation letter to the council.

Governors have expressed reservations on the push for the immediate implementation of e-procurement. They also say that the Intergrated Financial Management System has interfered with the operations of county government finances.

Council of Governors Chairman Peter Munya last week raised concerns over the introduction of a suppliers portal.
