Speaker approves motion on Education CS Jacob Kaimenyi impeachment

National Assembly Speaker Justin Muturi on Wednesday approved a motion for the impeachment of Education Cabinet Secretary Jacob Kaimenyi.

However, the mover of the special motion, Matayos MP Geoffrey Odanga, was not in the House during the morning session.

In the afternoon, the MP formally moved his motion, triggering what could be the first impeachment of a Cabinet secretary in the Jubilee administration.

On Wednesday, Mr Odanga cited the reasons he would like Parliament to impeach Prof Kaimenyi, including gross misconduct in his duties as a CS and an alleged breach of conduct that is expected of public officers.

The complaints against Prof Kaimenyi include allowing schools and other learning institutions to operate without boards of management.

This is claimed to have resulted in discrimination against special-needs schools and a delay in the disbursement of free primary and secondary school funds.

“The CS has also treated the National Assembly Committee on Education with contempt by (failing) to honour its summons and implement its decisions and recommendations,” he continued.

DUE DILIGENCE

The CS is also accused of failing to apply due diligence in the handling and procurement of the laptops project for Standard One pupils.

He is further said to have failed to promote education by not implementing the Kilemi Mwiria report on secondary school fees structure, among other reasons.

Prof Kaimenyi was also cited for arrogance in his failure to consult stakeholders on major decisions made by the ministry such as the ban on school ranking in national examinations.

“I urge that Parliament (dismiss) Prof Kaimenyi for gross misconduct and breach of the Constitution and other laws of the land,” he said.
