President Uhuru Kenyatta on Thursday assented to three key Bills at State House in Nairobi.

Two of the Bills are aimed at enhancing Kenya’s security cooperation with other countries.

The President signed the Transfer of Prisoners Act of 2015, the Prohibition of Anti-Personnel Mines Act of 2015 and the Fertilisers and Animal Foodstuffs (Amendment) Act of 2015.

The Transfer of Prisoners Act is aimed at facilitating the transfer of people serving prison sentences for criminal offences committed in Kenya or outside the country, pursuant to subsisting agreements.

The purpose of this Act is to facilitate the transfer of prisoners between Kenya and countries which it has entered into agreements with, to enable prisoners to serve out their sentences in the countries of their nationality or which they have community ties.

OTTAWA CONVENTION

The Prohibition of Anti-Personnel Mines Act provides for the prohibition of use, stockpiling, production and transfer of anti-personnel mines and their destruction in accordance with the Ottawa Convention.

The purpose of this Act is to implement Kenya’s obligations under the convention.

The Act ensures that the State is bound to take action on any person who violates the law on the same and shall be liable on conviction to a fine not exceeding Sh500,000 or imprisonment for a term not exceeding two years or both.

The Fertilisers and Animal Foodstuffs Amendment Act is aimed at establishing a board to regulate the fertilisers and the animal foodstuffs industry.

It will also regulate the production, manufacture, packaging, importation and marketing of fertilisers and animal food.
