The police are regaling the people with statistics on their efforts to fight crime. This annual report can serve as benchmark on which areas need more emphasis.

It is, therefore, crucial that the report be accurate and believable. Anything to the contrary makes a mockery of what is essentially a useful tool for enhancing policing.
