Legislators should clear outstanding loans and imprests before the General Election.

A loan clearance certificate should be required to participate in the primaries or registration as an independent candidate.

Valuation of collateral should be backed by guarantees or insurance and rogue valuers blacklisted.

Legislators facing petitions should not qualify for loans and imprests should be curtailed on the final year.
