Motorists themselves cause the traffic jams

As much as we blame the roads, the rain and the government, I think the biggest cause of traffic jams is motorists themselves.
The most irritating group is made of matatu and government vehicle drivers and the pea-brained individuals who overlap even when there is a good flow of traffic.
If a way for meting out quick justice on these crazy groups is found, 50 per cent of traffic jams would be dealt with.
Can individuals be allowed to take photos of these cars and post them to the police for action? We waste hours due to the incompetence of traffic police.
