Despite its achievements, the East African Community is still dogged by insular mentalities. Is Tanzania, for example, cautious or just reluctant?

No union is 100 per cent homogeneous, so the EAC needs a commission for it not degenerate into a SADC which is not much more than a lofty summit.

And if Tanzania is more committed to SADC, why should it host the EAC headquarters? For me, a city like Bujumbura would be an appropriate location for the headquarters.

Moreover, I do not think we should reject South Sudan just because it is “still unstable”.
