Why Qatar-Tana River land deal requires further discussion

How come he has all the details of this enormous project and not Mr William Ruto, the Agriculture minister? Is this not a classic case of parallel governments within the grand coalition, in which bureaucrats seem to be ruling on behalf of President Kibaki?
Do top civil servants get their instructions from the coalition Government or the President? The Agriculture permanent secretary also supports the project. Are we witnessing another project that will eclipse others such as Ken-Ren, Goldenberg and Anglo-Leasing in its opaqueness?
