Oduor said the final 20 for the tournament will be named on Friday.
Kenya play Djibouti on December 2 before winding up their group fixtures against Ethiopia two days later.
Cecafa secretary-general, Nicholas Musonye, on Tuesday assured that everything was on course for the tournament and urged fans to turn up in large numbers to watch the best football the region had to offer.
The council will hold a press conference today to announce all the arrangements for the tournament.
