Mombasa governor said there are senior government and security officials who are inciting masses along ethnic and religious line at the Coast.
He linked the leaflets found within the central business district two weeks ago warning upcountry people to either vote for 'sultan' or face major consequences to the government.
The leaflets warned, 'Remember Kaya Bombo'. During the 1997 election skirmishes more than 100 people were killed.
Speaking in Likoni during a political rally on Saturday evening, the governor urged the residents not to go upcountry due to the leaflets scaring the residents.
He insisted that Mombasa shall remain peaceful during the elections date and thereafter.
He mentioned an intelligence officer and a senior government official at the Coast behind the inciting messages.
The ODM deputy leader refuted police reports of hotspot areas in the county.
